Unfortunately, users need to complete each row of the Input Table for them to proceed to the next question or submit the form. Currently, it is not possible to require users to answer at least one row in the Input Table once it is set to required. If that’s not exactly what you’re looking for, can you explain a bit more so I can help you better?
