Thanks for reaching out to Jotform Support. Reminder emails from the Publish tab are intended to remind users to submit forms that are required to be sent in regular intervals, for example, at the end of every shift for shift reports or at the end of the month for monthly status.
Due to this, these reminders will be sent to all recipients, regardless if they submitted the form or not.
