I believe that each time a form is loaded, Google will consider this as one use (one call) of the API. The total use will depend on how many times your form is viewed. According to Google, you can get 28,000 calls for $196, which should be covered in the free limit. You can check more here. This number is what was shown to me when I opened the related page.
