Form requires form filler to create an account to fill up why?

I have made it public but it still takes them to the screen that ask them to sign up

Do note that when you share a form with someone by invite by email option, they will have to create a Jotform account or log into their account in order to access the form, even though your form is set to public.

So, it is important that you share your form with the copy link option so, this way, anyone can access, and fill it out from any device without creating an account.
