    Now, coming back to your question, When I checked, our system shows that the account status was still overlimit even if the account limits and usage are all in range. It seems like it did not reset after you deleted submission entries with file uploads, since it's your Upload limit that was reached. I have gone ahead and manually reset it on our end. You should be able to access your forms.
