Require video camera to be turned-on when completing a form

HOLA!, es posible agregar una configuración al formulario para que el usuario habilite su cámara de video al contestar un examen en formulario? con la finalidad de asegurar que otra persona no esté respondiendo por el usuario objetivo, o alguna otra solución de evitar ello. Quedo atenta. Gracias
