Can you please investigate why they would not be able to access files that are uploaded to the jotform submission?

Podo: Support SpecialistThis usually happens when the account has “Require Log-in to View Uploaded Files” enabled, so anyone who clicks the attachment link must be logged into the Jotform account to open it.
To allow staff@festivalvet.com (and others) to open the uploaded files directly from the email:
- Go to your Workspace page and click your profile picture/avatar in the top-right corner.
- Click Settings to open your Account Settings page in a new tab.
- Go to the Security tab on the left.
- Click Send Verification Code, then copy the code sent to your account email.
- Enter the Verification Code to confirm the change.
- Under the Privacy section, uncheck the box for Require Log-in to View Uploaded Files.

If that option is grayed out (for example, if your account is under HIPAA or certain verification requirements), it can’t be disabled, but you can still share submissions/files by inviting staff to your Tables/Inbox instead: https://www.jotform.com/help/1010-how-to-share-your-jotform-tables-and-collaborate/

Since the issue is that staff@festivalvet.com cannot open uploaded files from submissions, please check if the Require Log-in to View Uploaded Files option is enabled in your account settings for the marketing@vetpartners.com account.
