Apply discount, maintain minimum order and add tip later

My S-I-L uses your program for his soup business orders (savethedaycatering.com) and has tried to resolve a couple of issues but has been unsuccessful. He has a minimum dollar amount for his orders of $15. Soups are usually $14.00 and thus if people electronically tip the driver $1.00 the order will go through. If he allows a discount code of say 10% it not only will discount the soup but also the tip. There should be a way for the discount to be applied to the soup order while still maintaining the $15 minimum order an then having the driver tip added on after the fact. Is this possible?
