Are you referring to the Jotform Approval? If so, the answer is yes. By default, submission edits restart the approval flow but that can be disabled in the Approval settings. See the screenshot below:

Yes. It was in regards to the approval workflow.
I've observed, that that way the approval workflow is NOT triggered.
At least in the inbox the item history didn't show any update in its history: wf status reset or wf mailing.
This behaviour does not match your statement.
Next:
Turning the approval wf off/on as you suggested is clearly not an option:
Risky for other incoming submissions....

Hi Martin,
Sorry for the confusion. There are two methods to edit submissions in Tables. If you edit submission with the Edit Entry option are resubmit the form, the Approval Flow will reset. If you inline edit submission (without triggering conditions) the Approval Flow will not reset.
Submit button is triggering the Approval Flow.
