I was looking for the hack to actually REDIRECT USERS based on such conditions, with one form per bucket, and then limit each form to a desired number. So its a mess.However my external panel provider needs to redirect respondents to a certain URL when quota is reached, and AFAIK this is not possible because when the form is deactivated we can only setup a "message" but not a redirect URL...
In fact, the solution is pretty easy. Either you allow us to setup a redirect URL for cases when users get on a form that is deactivated because quota is reached, instead of just display a custom message.
OR (better) you give us access to the variable of "number of submissions" which is something that you have in the back-end already, and we play with this condition ourself

Thanks for reaching out to Jotform Support. You can customize the message when the form reaches a limit. In the custom message, you can include the link and guide the user to copy and paste to access it. Doing this is easy, let's walk through this together:
1. In Form Builder, in the orange navigation bar on top, go to the Settings tab.
2. While in the Form Settings, click the Enabled under the Form Status.
3. Change the status and enter the message inside the box under the Warning Message section.
4. Finally, click on the Save button.

Currently, Jotform only allows displaying a custom message when the form is disabled due to reaching its limit, and there is no built-in option to automatically redirect users to a URL in such cases. For now, the workaround is to include a link in the custom warning message that users can click or copy to be redirected manually, as previously explained.
