can sheets to form be pulled by a drop down menu?

Thanks for reaching out to Jotform Support. Yes, Spreadsheets to Form widget works with the Dropdown element. Check out my screencast below:
- Full Name
- Time
- Short Text
- Long Text
- Dropdown
- Single Choice
- Multiple Choice
- Scale Rating
- Star Rating
Just make sure that the column heading in your Spreadsheets is exactly the same as the field labels in your form. To learn more, you can check out our guide on How to use the spreadsheet to form widget.

no - the drop down is the starting action. i want them to select multiple states from a drop down and auto populate sheets to form

Hi Remi,
Yes, you can automatically pass values from Dropdown field to your Spreadsheet to Form widget. If the passed value is available on your Spreadsheet, then the widget will fill out the fields automatically. Let me show you how to do that:
1. In Form Builder, click on Settings, then Conditions.
2. Next, create a new Update/Calculate field condition that passes the Dropdown field to the Spreadsheet to Form widget. Do not forget to click Save after creating the condition.
3. Now, in Build tab, click on your Spreadsheet to Form widget's Wand icon.
4. Then Enable the Autofill by Condition option and that's it.
