We are downgrading due to it being our slow season.

How will that affect our forms and how we use them?

When it says 5 forms allowed. Does that mean you can use 5 of the 10 forms, or can you create up to 5 new forms?

Thanks for reaching out to Jotform Support. Since you're currently on the Bronze plan, downgrading to the Free plan will reduce your limit to 5 active forms. This means you can have only 5 forms enabled and usable at any given time, regardless of how many total forms are in your account. Any forms beyond that limit will be automatically disabled, but they won’t be deleted, you can re-enable or manage them later as long as you're within the 5-form limit. So yes, you can choose which 5 forms to keep active, and you’re also free to create new ones, as long as the number of active forms stays within the allowed limit.
