Subscription: Will I be charged per form submission?

We need 1 smart PDF form for student application; we integrate with OneDrive. as education what will be the charges for us , will it be per form fill. need editable form when download. max we get 50 forms in month. as we are college so long-term collaboration we need and will increase to more forms in futures.
