On our form our customers go to check out with PayPal or Venmo and then the screen brings them back to form and they cannot submit application. Please help.

Thanks for reaching out to Jotform Support. I cloned your form and tested it to see if I could replicate the issue, but it appears to be working as expected. Check out this screencast below:
I cleared your form's cache to remove the piled-up cache in your forms. Can you have the user submit the form again, to see if they will now be able to submit it?
Once we hear back from you, we can move forward with a solution.
